Philippines: Health facilities for Typhoon Haiyan survivors in Samar 

Manila (ICRC) – Eight health facilities damaged by Super Typhoon Haiyan in Eastern Samar and Samar provinces have been fully restored and handed over today to local health authorities. As many as 60,000 people from seven municipalities have access to of health services at these facilities.

The Albino M. Duran Memorial Hospital in Balangiga, Eastern Samar, has provided preventive and curative health-care services to at least 17,000 patients since March 2014. Additionally, seven barangay health centres – in Giporlos, Guiuan, Lawaan, Mercedes and Quinapondan in Eastern Samar, and in Basey in Samar – have been repaired or constructed.

“Now that the hospital has been rehabilitated, there is no longer a need to refer patients to other hospitals. They will save money and time as our services and facilities are readily available,” said Dr. Benedicto Garcia, chief of the Albino M. Duran Memorial Hospital.

The facilities were rehabilitated and equipped by the International Committee of the Red Cross (ICRC) and the Philippine Red Cross (PRC), in coordination with the Department of Health and local government authorities.

In 2014, the ICRC already completed the repair of Basey District Hospital and six rural health units in Eastern Samar and Samar provinces, and provided them with medical equipment and furniture.

The ICRC, jointly with the PRC, focused its response on the impact of Typhoon Haiyan on Samar Island, which is partly affected by armed violence and where the ICRC has been working for years to support the communities affected. 

The ICRC is a neutral, impartial and independent humanitarian organization whose mandate is to protect and assist people affected by armed conflict and other situations of violence. It has had an established presence in the Philippines for over 60 years.

PAGADIAN CITY, Zamboanga del Sur (April 18, 2015) - National Commission on Indigenous Peoples (NCIP) will reinstate of the Indigenous Peoples Mandatory Representative (IPMR) in the City Legislative Council of Pagadian City, NCIP Official said Thursday.

In a two pages letter by the NCIP signed by Regional Director Timuey Woy Lim Wong to the City Local Government of Pagadian through Mayor Romeo Pulmones requesting the reinstatement of Reo Olimpio Lingating as IPMR, after the Indigenous Cultural Community/Indigenous Peoples (ICCs/IPs) of Pagadian City were being deprived of their rights to be represented in the legislative council just because of this unresolved issue on a product of misinterpretation of the rules and law.

Wong letter released April 13 cited and quote Department of Interior and Local Government (DILG) Advisory No.2013-003 dated July 22, 2013 item five states;

 "Should there be questions on the legitimacy of the selection of IPMRs, please be informed that the said issues raised are justifiable in nature. Justifiable issues are those that require adjudication by the courts of law as to who between the opposing parties have the better right over a given controversy. Certificate of Affirmation (COA), a public document issued by the Regional Director of NCIP, enjoys the presumption of regularity until declared otherwise by competent courts. Thus, it is not within the power of the Sanggunian to resolve any questions relative to the legitimacy of the selection of the IPMRs who were issued COA by the NCIP".

It was recalled that the City Government letter dated November 21, 2014 have asked for the reconsideration of the NCIP Regional Office position to reinstate IPMR Lingating in the City Legislative Council attaching the legal opinion of the city legal office stating legal arguments questioning the legitimacy of the selection process of IPMR Lingating.

The NCIP is reiterating their stand on the issue and finds no reason to depart to their previous position dated November 3, 2014 citing also in the DILG Legal Opinion No.20 s.2011.

Wong said the LGU's request to reconsider the reinstatement of IPMR Lingating was given time to await the result of the November 28, 2014 meeting before they will decide on the reinstatement. The meeting Wong said cannot be considered a legal impediment to reinstate IMPR Lingating.

Wong disclosed that the status of Lingating as IPMR is presumed legal until declared otherwise by a competent court of until he has been validity removed/recalled by the ICCs/IPs who endorsed him to the said position.

Wong added that even there was a move to recall him during the said meeting the same has to be declared valid first by NCIP.

For now, Wong added, the said process was not yet decided and was still submitted for further validation in order to verify the validity of the process and the authenticity of the documents emanating therefrom.

Wong concluded that his office is on the view that Rio Olimpio Lingating be reinstated and be allowed to perform his duties and responsibilities as a member of the Legislative Council representing the indigenous Peoples pending the final resolution of the November 28,2014 recall process.

The city legal officer of Pagadian Atty. Jed Labador when asked for comment refused to answer because Mayor Pulmones is still out of the country and will be back on the first week of May.

OZAMIS CITY, April 23, 2015 (PNA) -– Civil society groups strongly oppose to the proposed construction of 300 megawatts coal-fired power plant in Barangay Pulot, this city. To manifest their opposition, they joined the protest rally held Wednesday in this city, which was timed with the observance of the Earth Day. Roldan Gonzales, civil society organization Gitib Mindanao executive director, said in an interview they are concerned with the protection of the environment as well as to the well-being of the residents.

Before the protest march, the group released a three-page statement indicating among other the reasons why they strongly oppose the proposed construction of the power plant. The number one reason they indicated is environmental concerns citing that “there is no such thing as clean coal or clean coal technology.”

The three-page statement was signed by the following civil society groups: freedom from debt coalition-Western Mindanao; Power Alternative Agenda in Mindanao (PALAG-Mindanao); Kampanya ng mga Kabataan para sa Kinabukasan (KKK); Our Rivers Our Life (OROL)–Philippines; Science Club Advisers Association of the Philippines; Youth for Climate Justice (Y4CJ); CAMPSIC; Partido Lakas ng Masa (PLM); and, Bukluran ng Manggagawang Pilipino (BMP). They said they were disappointed that despite the already established and scientifically researched irreparable impacts and destruction caused by coal fired power plants, the city government still turns a blind eye from its constituents to pursue the project.

However, Mayor Reynaldo Parojinog said the local government has not officially endorsed the project “because of some environmental issues to be considered, we’ll assure the public that proper dialogue and consultation will be made so that all questions regarding the safety of the people and the environment will be answered by the proper authorities,” Parojinog emphasized. PAGADIAN CITY, Zamboanga del Sur -- The Federal System of Government is the only solution to graft and corruption in the Philippines and peace conflict in Mindanao, this was the statement of Davao City Mayor Rodrigo ‘Digong’ Duterte during his visit here Monday.

Duterte arrived Pagadian City airport at 11:30 a.m. via private plane and was met by the officials of MRRD and leaders from the different organizations who SUPPORT the Federalism Movement and convoyed to the venue for the symposium, consultation and dialogue held at Pinoy Grill.

Duterte said the Philippines is the only country in Asia which is so far behind now in terms of development and which only focuses on Manila due to the present government system.

The Local Government Units (LGUs) are only dependent on their Internal Revenue Allotments (IRA) as their share out from their revenues remittance to the national government, Duterte added.

Mindanao contributed more than 60 percent of the Gross National Product (GRP) but very much neglected as far as infrastructure development is concerned, Duterte disclosed.

He added that Mindanao has the best and cheapest source of Electric Power Generation from Pulangi River in Bukidnon and Lake Lanao in Marawi. But he is asking, "What happened now?"


He also said that until now Mindanao is still suffering from the  problem on Peace and Order stability including the Bangsamoro Basic Law (BBL) issue which is now very much complicated.

Federalism is more appropriate than of the BBL that is acceptable from both Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF) including the Indigenous Peoples (IPs) and Christians not only in Mindanao but in the country, Duterte explained. 

During the forum Duterte is very optimistic that Federalism is the only solution to stop graft and corruption in the country and the solution to peace conflict in Mindanao.

“I will not run for president but instead I will support candidates who will embrace the Federalism,” Duterte said.

The 81 percent rating or survey results in Mindanao area rank him number 3 will be the assurance of his positive campaign for federalism, Duterte added.   

Duterte also expressed his gratitude to the people behind the Mayor Rodrigo Duterte (MRRD) Executive Coordinating Committee in Region-9 do their support to the Federalism Movement.

Bacolod school kids join Kalinga sa Bayan Program

BACOLOD, Lanao del Norte (April 12, 2015 ) – A two-day  Kalinga Sa Bayan Ng Bacolod undertaking was initiated  jointly by the 15th Infantry “Molave Warrior” Battalion, 3rd Infantry Division, Philippine Army, the Gawad Kalinga Community Development Foundation, Lanao Development Team,   and the Local Government Unit of Bacolod (LGU-Bacolod), Lanao del Norte,  in cooperation with the  Department of Education (DepEd), the DSWD, the Philippine Drugs Enforcement Administration (PDEA) and the Bureau of Fire Protection (BFP).

The 2-day Kalinga Sa Bayan Ng Bacolod  event, held at the  Bacolod Central School Grounds at Barangay Poblacion, Bacolod, Lanao del Norte aims to empower and capacitate  school children to become responsive, responsible, useful, and productive citizens to be able to contribute largely  in the development of the communities as change agents. It was participated in by some 400 school children from various schools in the municipality with ages ranging from 5 years old to 18 years old, both males and females, including pre-schoolers.

The first day (April 11 ) of the Kalinga Sa Bayan Ng Bacolod event included activities like facilitators training involving 80 youth leaders and 10 army soldiers; Getting to Know You Activity; Bayanihan Race, Empowerment Talk, Lecture on IPSP Bayahihan, Walang Iwanan, Lakas Ng Pagbabago, etc., by  Gawad Kalinga; briefing and preparation  on Bihis Bayani, Kalinga Night with Audio Visual Presentation on The Philippine Army Today, Bihis Bayani and Jambayani with the Molave Warrior Band. The second day (April 12) included activities such as Wake Up Call, Human Peace Sign, Panalangin para sa Kapayapaan, a prayer, and songs,” Let There be Peace on Earth,” and “Habang May Buhay” with the Molave Warrior Band, unity dance and morning exercise,  and Lakad para sa Kapayapaan (walk for peace), participated in by LGU-Bacolod employees, Sangguniang Bayan Members, Barangay Captains of Bacolod, Lt. Col. Joemar Jose M. Doctolero, commanding officer of the 15th Infantry Battalion, Philippine Army, military personnel, school heads of the various schools in Bacolod, teachers, school children and parents and youth participants from various barangays of Bacolod, Gawad Kalinga staff, among others. The parade went around the barangay poblacion from  the Bacolod Central Elementary  School Grounds and back to the Bacolod Central Elementary School Gymnasium. The youth participants were carrying placards shouting for peace.  Some of the placards read, “Yes to peace, no to war;,”, “We support Peace.”. “We want Peace”,  “Isulong ang Kapayapaan’, and “Kapayapaan para sa Kaunlaran”, 4Ps “Preserve Provincial Peace for Progress”,  among others.

The parade was followed by the opening program at the school covered gymnasium.  In her welcome remarks   Mrs. Josephine I. Viscaya, School Principal of the Bacolod Central Elementary School welcomed the participants, guests and visitors of the Kalinga sa Bayan ng Bacolod as she said , ”Peace should be in our hearts.”  She said, “Bacolod is peaceful. Let us continue to maintain peace in our community.” She said Korina Sanchez of ABS-CBN was warned not to go to
Bacolod because it is dangerous, but when Korina visited Bacolod she was surprised to notice that Bacolod is very peaceful”

 For his part, Jake Gerona, head of Gawad Kalinga , Lanao del Norte said that peace should start with us. He said, “Isulong ang kapayapaan.”  He said that the Kalinga sa Bayan is being replicated in other communities in Lanao del Norte by the other army battalions to promote peace in our communities.  He said the empowerment of the youth will continue in the province.  He said the communities that suffered calamities were assisted by Gawad Kalinga to help them go through life despite the tragedy.  He said “Walang Iwanan at isulong ang kaunlaran.”

On the other hand, Col. Galileo Goyena, who represented Col. Gilbert Gapay , commanding officer of the 2nd Mechanized Infantry Brigade, thanked the school principal of the BCES for providing the venue of the event.  He said the 2nd Mechanized Brigade supports the activities towards the promotion of peace in Lanao del Norte.

Sangguniang Bayan Member Alfons Macera, who represented Bacolod Municipal Mayor Joselito E. Miquiabas, Jr. thanked the military for extending their time to train our children to become empowered citizens of the community.  He said the youth is the hope of the fatherland.  He added that the people themselves can promote peace in our communities.  He said war is costly.  He said with a stable peace, we can invite tourists to visit our communities.  He further said that the prevalence of peace in the community gives an impression of the kind of leadership in the community as he thanked all those who supported the undertaking, the Kalinga sa Bayan Ng Bacolod and help make it a resounding success.

In his message, Lt. Col. Leomar Jose M. Doctolero, commanding officer of the 15th Infantry Battalion, Philippine Army  thanked all participants for the successful conduct of the  Kalinga sa Bayan ng Bacolod especially the Kabataang Barangay (KB) Associations, Youth for Development, Gawad Kalinga of Lanao del Norte, PDEA,  the men and women of the 15th IB,  LGU-Bacolod,  Youth for Development of Lanao,, Youth Association of the Philippines, DSWD, DepEd, Bureau of Fire Protection, 2nd Mechanized Infantry Brigade,  and the Magbalantay Press Corps..  He said “The Kalinga Sa
Bayan Ng Bacolod is the most organized Kalinga ng Bayan undertaking” . He said, “ The youth of Lanao del Norte has a especial place in our hearts and we will do everything to further their development.”.

The other activities of the Kalinga sa Bayan ng Bacolod include Paraisong Pambata which consists of batang bayani (Larong Pinoy Kids), story telling,  kids football clinic, distribution of school supplies, and Jollibee Mascot Entertainment; drug awareness symposium for the  Bacolod youth  conducted by Ms. Rosemarie A. Bajao of the PDEA;  sex education; first aid training; and substance abuse; closing program consisting of testimonials from the youth, distribution of certificates,  and inspirational messages from the GK Lanao del Norte, DepEd, and  the 15th IB, and Jambayani with the Molave Warrior Band, Unity Dance lead by GK Volunteers, Diwa Ng Bayanihan, Awit Kabataan, Walang Impossible, Kapayapaan and Sugud mga Kapatid., followed by an educational field trip to the Pagayawan Falls in Bacolod and Island Greening and the Cave in Binuni, Bacolod.

Some 200 school children joined the educational field trip to the Pagayawan Falls and the Island Greening and  the Cave at Binuni, Bacolod.

The school children enjoyed most of the activities, especially the Jollibee Mascot entertainment and burger provided by the organizers of the program, The activities were aimed at educating and capacitating them for personal development to become useful citizens of their respective  communities.

In the drug forum attended by high school children who are 14 years old and above, Rosemarie A. Bajao of PDEA made a power point presentation of the Comprehensive Dangerous Drugs Act of 2002 which was signed on June 7, 2002, published on June 19, 2002 and took effect on July 4, 2002, and which provides a more concrete course of action for the national anti-drug campaign and provides for heavier penalties to offenders.  She also stressed the role of PDEA in  enforcing the drugs law, which is to reduce illegal drugs supply as well as reduce illegal drugs demand and embark on a campaign of advocacy and help in the rehabilitation of the illegal drugs users. 

Ms. Bajao said that the illegal drugs market in the country is estimated to be a P4 billion industry.  She added that more than 5,000 drug patients are  in rehabilitation centers and still increasing.  She said that 70% of brutal/heinous crimes are drugs related.  She said to avoid temptations, the children should remember the following: Don’t even think about it; Resist Negative Peer Pressures; Use Healthy Alternatives; God is the answer; and Say No (to illegal drugs). She said that 70% of illegal drug users have no control of themselves; that 45% of the users have been fired from their jobs; and that 50% of the drug dependents ended up in separation with their spouses. She said drug dependents include movie actors, like Christopher de Leon, basketball players, like Jojo Lastimosa and Norman Black,  ordinary office workers, school children, among others.  A film showing on the negative effects of illegal drugs was presented and viewed by the school children.

Certificates of appreciation were distributed to the individuals and organizations who have helped in making the affair a resounding success. The recipients of the certificates include the 15th IB, the youth development of Lanao del Norte, the DSWD, the Bureau of Fire Protection, Rosemarie Bajao of PDEA , Jun Enriquez of the Magbalantay Press Corps, School Principal  Josephine I. Viscaya of DepEd,  Mayor Joselito Miquiabas of LGU-Bacolod, Jake Gerona of Gawad Kalinga,   Barangays Alegria, Babalay, Binuni, Demologan, Esperanza, Kahayag, Liangan, Mati, Rupagan, and Poiblacion.

A similar undertaking  had been conducted earlier by the organizers in Munai, Poona Piagapo, Tangkal, Kolambugan, and Maigo,  all in Lanao del Norte.

In another development, the 15th Infantry Battalion organized a team for the "Football for Peace" to compete in camp Aguinaldo, Manila, for the kids ages 13 years and below. The team composed of ten children from Kauswagan, Lanao del Norte have undergone intensive training in Kauswagan football field. Lt. Col. Doctolero said that there are more than 10 teams to compete from the former conflict affected areas in Mindanao. This was spearheaded by the Philippine Marines in Basilan and invited other areas in Mindanao including Palawan. Doctolero said that Kauswagan football team will represent Lanao del Norte province supported by the local government of Kauswagan and the provincial government of Lanao del Norte. The tournament was scheduled on April 17-18 and the Kauswagan football team won second placer in the tournament next to Palawan.

PAGADIAN CITY, Zamboanga del Sur, (April 14) –- The Local Government Unit (LGU) of Pitogo Municipality had imposed curfew thru the Executive Order (EO) for the protection of the people against the lawless elements.

Mayor Richard Garban said that he had signed the EO No. 6 series 2015 Monday for the implementation of curfew effective April 13, 2015 from 11:00 p.m. to 4:00 a.m. for 60 days or more depend on the assessment of the newly activated municipal Crisis Management Committee (CMC).

The curfew was the recommendation of the CMC to address the kidnapping of a child and a teenager.

Mayor Garban said the imposition of curfew is badly needed and will ensure the security and safety of the residents after there was a threats from the lawless elements to launch an attack to rescue the two recently arrested suspects involved in the kidnapping incident.   

Still in the hands of the kidnappers are Ace Jay Garban, three, and a bakery worker, Ledegie Tomarong, 17.

Garban and his younger sister, Zynielle Jay, two, and Tomarong, were seized by 10 gunmen during a shootout last March 31 at the fish port in Barangay Poblacion, Pitogo.

The shootout ensued as policemen pursued the gunmen, who failed to seize their kidnapping target, businesswoman Chzarenia Kapa Sajulga, who owns a bakery in in Barangay Poblacion and the employer of Tomarong.

The gunmen were able to escape as they grabbed the three children, who were at the fish port, and made them as human shields that prevented the policemen from further pursuing them.

The gunmen killed Zynielle Jay, whose body was fished out from sea by fishermen on April 3 near the shore of this town.

The Garban children are the grandchildren of the vice mayor Zosimo Garban of said municipality.

Municipality of Pitogo will have its charter day on July 16, 2015 reminisce its humble beginning and creation of the municipality of Pitogo. The word Pitogo was popularly called by the early Subanen "Sibahong," a native plant that densely flourish along the shores. On the coming of the Visayan settlers in the early 50's the nearby site was occupied which they later organized into Sitio "Pitogo because of the abundance of ornamental plants in the area. Pitogo became part of the political jurisdiction of the municipality of Dimataling prior to its creation into an independent entity. It was created under R.A. 6490, which was passed by the 7th congress of the Philippines during the 3rd session on April 20, 1972. On July, 1978, the municipality of Pitogo started to operate as a separate entity with the first appointed Municipal official headed by the Mayor, Hon. Doroteo F. Garban,
